History of the CRD Wastewater Project

The CRD has an approved Liquid Waste Management Plan for the Core Area of the CRD that governs how we manage our sewage. In 2005 the CRD Board commissioned an independent study by the Society of Environmental Toxicology and Chemistry (SETAC) to review our liquid waste practices. The report found that our increasing population would soon require increased treatment.

2010

August

The CRD Board approved the commission governance model for delivery of the wastewater project. Read the Letter from Minister Stewart on governance, the Letter Addendum, the Business Case Addendum and more information on governance options.

On August 25, 2010 Barry Penner, Minister of Environment, approved Amendment 8 to the Core Area Liquid Waste Management Plan. Read Minister Penner's August 25, 2010 letter to the CRD on Amendment 8.

June

On June 25, 2010 the CRD submited Amendment No. 8 to the Core Area Liquid Waste Management Plan (LWMP). Amendment 8 provides a revised system configuration for wastewater treatement in the region and includes environmental impact studies for the proposed facilities at McLoughlin Point and Hartland Landfill, environmental impact assessment work on the new outfall locations and a business case in support of provincial funding.

2009

On December 14, 2009 the Capital Regional District submitted Amendment No. 7 to the Core Area Liquid Waste Management Plan (LWMP). Amendment No. 7 replaces 11 of the 17 chapters of the current LWMP and addresses the physical infrastructure model, selected resource recovery options, site locations, site assessments, results of environmental impact studies for each new discharge location, draft operational certificates for facility discharge locations, Class B detailed capital and operating costs, and public and First Nations consultation summary reports.

The Minister responded to and accepted the December 2008 progress report on February 24, 2009.

The CRD submitted a progress report on June 30, 2009.

The Minister of Environment and Minister of Community and Rural Development responded in August 2009.

2008

The CRD submitted a plan on how to achieve certain objectives as requested by the Minister by June 30, 2008. This included a request for an extension on the submission of the next LWMP amendment to December 31, 2009.

2007

The CRD began planning to upgrade wastewater treatment in the Core Area during the summer of 2006 and submitted an amendment to our Liquid Waste Management Plan in June of 2007:
