Esquimalt Public Open House Sessions

Household Organics Management Report
Read the Household Organics Management Report (PDF
), published in July 2010, which drafts a plan for organics management and collection in the Capital Region.
Environmental Impact Study Report
The EIS Report describes the environmental effects of the construction and operation of the facilities at McLoughlin Point and Hartland Landfill including wildlife and wildlife habitat, traffic, noise visual aesthetics, and other effects. The EIS identifies potential impacts of the treatment facilities and ancillary facilities, and recommends mitigation measures as appropriate. EIS Report on McLoughlin Point and Hartland Landfill (PDF

April 2010
An open house and validation session were held on April 20 and May 12 in Saanich East. The CRD gathered input on a possible adjustment of the Saanich East facility to the Saanich owned portion of the Finnerty-Arbutus property. A report on the consultation is due in June 2010.

Procurement Public Consultation Report
In February the CRD held two open houses and a workshop on proposed procurement options for the Core Area Wastewater Project. These sessions provided an opportunity for the public and stakeholders to give feedback on proposed procurement models, via comment forms and discussions with staff. West Shore Siting Consultation Report
On January 26th and 28th 2010, CRD held two siting open houses in Langford and Colwood. The open houses provided an update on the wastewater treatment project, opportunity for West Shore residents to discuss the Program with staff and local representatives and give feedback via comment forms. November 2009
Biosolids Management Plan
This report presents a biosolids management plan for the Core Area Liquid Waste Treatment project. It was finalized in November 2009.
Public Education Summary Report for Esquimalt & Victoria
This report presents a summary of the public education sessions that took place in Esquimalt and Victoria in October 2009, including a summary of written responses to a survey.
Site Identification & Evaluation Update
An update was provided to the Core Area Liquid Waste Management Committee (CALWMC) with an update on the treatment plant site identification and evaluation project and to seek approval of the site selection criteria.

Core Area Assessment of Wastewater Treatment Options 1A, B & C
Core Area Wastewater Treatment Assessment of Wastewater Treatment Options 1A, 1B and 1C, Volume 1. This report, prepared by Stantec Consulting Ltd., presents a Triple Bottom Line analysis of the Options 1A, 1B and 1C. These options were created by the Peer Review Team for wastewater treatment facilities in the Region's Core Area.

Saanich East-North Oak Bay (SENOB) Siting Reports
Several reports were published regarding siting of a wastewater facility in SENOB. The reports include a Comparative Environmental and Social Review, a Public Consultation Summary Report for SENOB, a Triple Bottom Line Analysis of Candidate Sites and a Wastewater Update Newsletter, sent out to residents in August 2009.

Progress Report to the Minister of Environment
A progress report on the wastewater project was submitted to the Minister of Environment on June 30, 2009. The report includes a Letter to the Minister, a summary report and several appendices, which can all be found in the Document Archive, under Reports. The appendices include the Peer Review Team Final Report and the Public Consultation Summary Report.

Environmental Impact Assessment
This Stage 1 Environmental Impact Study (EIS) examines the effluent discharge from two proposed new wastewater treatment plants proposed by the CRD in Saanich East/North Oak Bay and the West Shore areas. The EIS framework provides an appropriate approach to pre-discharge evaluation, assessing the impact of the proposed secondary effluent through modeled flow scenarios.

A progress report on the wastewater project was submitted to the Minister of Environment in December 2008. The report includes a Letter to the Minister and several appendices, which can be found in the Document Archive, under Reports. Appendix C and D of the Report are comprised of the 2008 Discussion Papers. Summaries of these papers can be found on the Current Research page; full versions can be found in the Document Archive.

Core Area Wastewater Management Program Development Phase Report
The CRD received a deadline extension for submission of the Amendment to the Core Area Liquid Waste Management plan by 12 months. The new deadline is December 31, 2009. Project completion will continue to be scheduled for 2016.
The request for an extension was submitted with the Core Area Wastewater Management Program Development Phase Report to the Environment Minster Barry Penner along with a letter.
The report includes an overview of the progress made up to June 1, 2008, a response to the minister’s request for a plan for meeting the six wastewater objectives and a revised schedule for completion of the Program Development Phase of wastewater treatment.

Research into New Technologies
Investigation of Examples of Integrated Resource Management in Sweden (PDF

Representatives from the Province, Victoria, the CRD and a consulting engineer recently returned from a trip to Sweden, to investigate resource recovery methods in wastewater treatment and their possible application to planning for treatment in the Capital Region. The fact finding mission involved three Swedish locations: Göteborg, Stockholm and Västerås.

Report to the Minister of Environment: Amending the Core Area Liquid Waste Management Plan
On July 21, 2006, the provincial minister of environment directed the CRD to submit an amendment to the Core Area Liquid Waste Management Plan detailing a fixed schedule for sewage treatment in the Core Area. The amendment, which provides a strategy, cost and schedule for wastewater treatment, was submitted to Minister Barry Penner on June 29, 2007.

In this report, a team of engineering experts identified six conceptual areas for wastewater treatment facilities as well as a biosolids processing site. Following the approval of the report, a professional team led by Westland Resource Group Inc. was retained to:
- identify the best locations for treatment facilities
- assess potential environmental and social impacts of facility construction and operation
- recommend mitigation measures to avoid or reduce identified impacts
- communicate these findings to the public

An Interim Progress Report to the Minister of Environment, Barry Penner, was submitted on December 31, 2006. The report detailed a fixed schedule for the provision of wastewater treatment by June 30, 2007.

Scientific and Technical Review of the CRD's Core Area Liquid Waste Management Plan (PDF
)
An independent Scientific and Technical Review Panel reviewed over 200 scientific and technical reports and recieved 82 written submission from the public through a seven week call for technical information. The Society of Environmental Toxicology and Chemistry (SETAC) selected the panel and provided administrative support.
