Public Forums
Public forums give the CRD a chance to share important information on treatment planning and technologies with the public. In the fall of 2007, we asked for your feedback on the site criteria for the selection of wastewater treatment facilities. Throughout the spring of 2009 we engaged in public education, a survey on triple bottom line values, dialogue and validation sessions. 2010 will include similar public engagement, beginning with procurement decisions and continuing on to siting detail consultation.
We are committed to keeping you informed as the wastewater treatment project moves forward.
2010

July 6 & 8 Public Engagement Sessions on the McLoughlin Option
The CRD is held two public engagement sessions in Esquimalt to allow residents to learn about and comment on the McLoughlin Point wastewater facility.

May 12 Neighbourhood Validation Session for Saanich East Residents
The CRD held a validation session on the input received from the Neighbourhood Open House on the site adjustment of the Finnerty-Arbutus wastewater facility to a different area on the site. The session took place on Wednesday, May 12, from 7-9pm at Queenswood Centre, 2494 Arbutus Road.

The CRD held an open house on the possible site adjustment of the Finnerty-Arbutus wastewater facility to a different area on the Finnerty-Arbutus property. Residents were invited to learn about the considerations related to moving the site, to talk with staff and consultants and to give feedback.

Special Meetings of the Core Area Liquid Waste Management Committee

January Open Houses for West Shore Residents
The CRD held two open houses in the West Shore in January. Residents learned about the proposed treatment plant at 3300 Wishart Rd, talked with staff and engineers and gave feedback on the proposed site. Residents are encouraged to attend and submit comments. Approximately 120 people attended the two open houses.

October Open Houses for Esquimalt and Victoria Residents
In late October two open houses were held for Esquimalt and Victoria residents. The open houses provided information about Option 1A as well as siting options for wastewater facilities in these areas. CRD staff were available to answer questions.

Saanich East-North Oak Bay Open Houses
& Neighbourhood Workshops
In June-July 2009 the Capital Regional District hosted three open houses and three neighbourhood workshops for the residents of Saanich East-North Oak Bay on siting options for a wastewater facility in the area. On June, 2, 2009, the Core Area Liquid Waste Management Committee endorsed a distributed wastewater treatment plan which includes a treatment facility to be located in Saanich East-North Oak Bay.

The open houses provided information on the three options identified by the CRD as candidate sites for a treatment facility. Following the open houses, neighbourhood workshops provided a forum for input and feedback on on the candidate sites, to learn about the siting process and to participate in small group discussions.

Community Validation Sessions
In May 2009 the CRD held a series of community validation sessions, for the purpose of reporting back to the public on the draft triple bottom line community developed principles and key themes heard during the dialogue sessions.
These three hour sessions allowed for one-to-one conversations between CRD staff and residents, while providing the opportunity for review and confirmation of the principles. Residents were asked to fill out a questionnaire to provide further input on the identified community principles, for the final draft report to Committee.

Community Dialogue Sessions
In April 2009 the Capital Regional District held a series of hour-long community dialogues at which residents discussed what values and principles should be reflected in the decision making process for the Wastewater Treatment Project.
These one-hour interactive community dialogues included small group exercises and facilitated discussions were used to develop the community’s social, environmental and economic bottom line for wastewater treatment in our region.
